"I don't know whether or not someone can develop "perfect pitch" after they have already established their harmonic concept. The thing is, perfect pitch is not really necessary for anything except for telling people about it and feeling cool and elite, and being able to say "my fart just sounded at a Db". If someone has strong relative pitch, then in a playing situation, perfect pitch will have no advantage (over relative pitch). Dave Douglas commented that it is more important to know what to do with the note(s) you hear, and I think that is intellegent and accurate. For someone that is going to "buy" perfect pitch, I say save your money and buy some music or a snickers bar or something that you will get something out of."
